Could not bind to ip socket (another server running?)

as you can see i ask for another problem now... ON my previous post, i could not find a proper driver to make an IR 110 on an Origen x15e work. Finally, the FTDI 2.06 solved the deal.
But after restart, i find an error on win startup : Could not bind to ip socket
I really don't understand...
The device is correctly installed as a USB serial converter on windows 7 32B
Please help, i found nowhere else on the net an answer
