Lately, with 2 external power supplies to the IRTrans, I've learned some more code and flashed and learned and flashed, not a single problem. All codes learned right first time. My project is almost finished, except the PoE issue.

After an in-depth analyze of the issue:
The switch has plenty of PoE power
I turned out to be an infrastructure problem, not an IRTrans problem.

Documentation needs to be corrected to point out that 3550-24 PWR does not support IEEE PoE devices.

Update

The Catalyst 3550-24 PWR has been replaced by a newer model 3560.
Auxilliary power to the IRTrans has been removed.
Everything works as expected.
